JOB FUNCTIONS:
Develops, coordinates and facilitates activities that result in an increased awareness of the services available and rendered to people with developmental disabilities by performing various functions, such as case consultation, social assessments, resource development, treatment modalities, development of person-centered plans, individualized family service plans and coordinating family and persons served diagnosis and treatment techniques. Facilitates the education of persons served, families, and service providers regarding available services.
POSITION SPECIFICATIONS:
- EDUCATION
Master’s degree from an accredited school in Social Work, Human Services, Drug And Alcohol, Education, Counseling, Psychology, Criminal Justice or Bachelor’s degree from an accredited school in Human Behavioral Science, which would typically include degrees in:
- Child Development
- Counseling
- Psychology
- Social Work
- Sociology
The degree must be one of those listed above and must include a course of study of a combined total of 30 semesters, or 45 quarter hours, in the Development of Human Behavior, Child Development, Family Intervention Techniques, or Diagnostic Measures of Therapeutic Techniques all of which are typically required for degrees in Child Development, Counseling, Psychology, Social Work and Sociology.
- WORK EXPERIENCE:
-Minimum of one-year case management experience within a social services, health care/service or related environment required.
- OTHER SKILLS AND ABILITIES:
- Ability to communicate effectively verbally and in writing at the highest professional level with families, vendors, and service communities.
- Ability to effectively present information to RCOC resource groups.
- Participates in internal agency activities, which lead to the development of collaborative efforts between RCOC and other services and supports for people with disabilities.
- Ability to apply RCOC mission statement and guiding principles towards solving everyday issues.
- Must be a self-starter who can work on complex problems, interacting with a wide variety of constituents with priorities.
- Must exercise skill in creative problem solving with minimal supervision and direction.
- Must be proficient in the use of a computer and independently produce all persons served related reports and correspondence.
- CERTIFICATES/LICENSES/REGISTRATIONS:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Coordinates initial assessment and development of individualized family service plans, person-centered plans; coordinates ongoing revision of person-centered plans.
- Participates in various resource groups to improve the quality of life for people with disabilities and their families.

JOB FUNCTIONS:
This job is highly specialized and suited for a physician with experience in developmental and intellectual disabilities. The role requires both clinical expertise and the ability to work with a variety of stakeholders, including families, RCOC staff, and external healthcare entities. It also demands strong communication skills, and an ability to multitask effectively. The primary responsibilities include providing medical expertise to RCOC staff and to the Orange County community to ensure that the healthcare needs of RCOC persons served are met and acting as a medical resource to RCOC staff to ensure that eligibility determination for RCOC services is implemented in accordance with the Lanterman Developmental Disabilities Services Act.
POSITION SPECIFICATIONS:
- EDUCATION:
Advanced medical degree, such as an M.D. or D.O., from an accredited university school of medicine.
- WORK EXPERIENCE:
- Minimum of three to five years of specific training and/or experience in the area of developmental and intellectual disabilities.
- Minimum three years’ experience reviewing medical records and recommending appropriate medical treatments.
- Experience working as a member of a multi-disciplinary team.
- Experience in interagency collaboration.
- CERTIFICATE/LICENSES/REGISTRATIONS:
- Licensed physician by the Medical Board of California required.
- American Board of Medical Specialists (ABMS) certification is required, with a preference for specialties related to developmental disabilities (e.g., pediatric neurology, developmental pediatrics, and genetics).
- Valid California driver’s license or other means of transportation that will permit incumbent to discharge job duties effectively and efficiently.
- OTHER SKILLS AND ABILITIES:
- Must possess excellent interpersonal skills and communicate effectively verbally and in writing at the highest professional level with agency staff, persons served and their families, and members of the business and service communities.
- Must be proficient in the use of a computer, including Microsoft Office products: Word, Excel, Outlook and PowerPoint, and independently produce all correspondence, record keeping and related documents.
- Ability to maintain confidentiality and composure when dealing with sensitive, confidential matters required.
- Must be able to multi-task independently.
- Skilled at working independently with the ability to apply creative and innovative solutions to problems.
- PHYSICAL REQUIREMENTS:
- Extensive sitting at work station (80% + of time).
- Occasional lifting of up to 25 lbs. moving files and/or charts.
- Frequent bending, stooping and stretching to access files, charts, binders, etc.
- Adequate manual dexterity and coordination to operate computer, copier, telephone, etc.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Engage in all tasks and activities necessary to determining eligibility of applicants for regional center services. This includes reviews of records and direct clinical assessments in-person or via telemedicine as needed
- Educate community health professionals about RCOC eligibility requirements and services provided.
- Educate the RCOC Board and staff, vendor community and community-at-large about quality medical care, trends and best practices in diagnosis, assessment and treatment of individuals with developmental and intellectual disabilities.
- Being available for emergency consultations with RCOC staff and handling medical queries, including on-call duties (via telephone) that are split with other staff physician(s) after hours (nights and weekends).
- Act as Executive Director’s designee for unconserved persons served requiring consents for medical treatment. Provide input to Regional Center persons served, their families and Regional Center staff regarding all aspects of a consumer’s healthcare. This includes review of records, contacting treating healthcare professionals, direct observation of, and interaction with, the active or potential consumer if needed.
- Make recommendations, as needed, regarding the on-going healthcare needs of individual persons served
- Represent and/or present expert testimony for the regional center in administrative hearings.
- Establish and maintain positive working relationships with Orange County healthcare professionals and organizations, including CalOptima and Orange County Health Care Agency (OCHCA).
- In accordance with RCOC policy, implement the highest standard of customer service in all activities.
- Act within the scope of authority in a manner consistent with Agency guidelines, policies and practices.
